Iran’s natural resources are facing a critical juncture within Holling’s adaptive cycle, driven by intertwined environmental and structural mega-challenges. This study applies the adaptive cycle framework to analyze the current governance system of natural resources in Iran, identifying its position in the release phase (Ω) and highlighting the risks of systemic traps such as “dissolution” and “vagabond.” The dissolution of the Natural Resources and Watershed Management Organization and the unstructured transfer of its responsibilities signal a breakdown in governance and a threat to national coherence in resource management. The paper proposes a set of foundational policies to escape these traps and transition into the reorganization phase (α), including the reconstruction of an independent institution, community-based participation, legal reform, and human resource empowerment. In this regard, concrete operational measures—such as drafting an institutional recovery roadmap, establishing a national natural resources database, and forming local resource management councils—are also proposed as actionable steps. Furthermore, the requirements for entering the regrowth phase (r) are examined, including targeted investment, diversification of sustainable livelihoods, technological innovation, and public education. The ultimate goal is to move beyond the current crisis toward a resilient, accountable, and sustainability-oriented governance model that meets the needs of both present and future generations. By integrating theoretical analysis with practical policy design, this research offers a framework for rethinking the governance structure of Iran’s natural resources.
